An overview

CFE is at the forefront of evaluating programmes that seek to transform complex public systems. Our approach is grounded in systems thinking and participative methods that capture how relationships, structures and cultures shift over time. We evaluated Changing Futures, a national programme seeking to improve outcomes for people experiencing multiple disadvantage, to understand how local partnerships transformed service delivery to create more integrated, collaborative and person-centred services. In Doncaster, our evaluation of the Sport England funded Place Partnership explores how connections, partnerships and community voices are reshaping the local physical activity system to reduce inactivity and inequality. We examine the conditions that enable change, the leverage points that accelerate it, and the contributions of lived experience, providing robust evidence to guide future policy and investment in more effective, inclusive systems.

Evaluation of the City of Doncaster Council’s Place Partnership

The challenge

Doncaster faces persistent inequalities in levels of physical activity, with inactivity highest among low-income groups, children and young people. The Place Partnership – one of the original 12 funded by Sport England – aims to create healthy, vibrant communities through physical activity, movement and sport by reshaping the local physical activity ecosystem. This involves integrating physical activity into sectors, strengthening community and individual capacities, and tackling structural inequalities

Our role

CFE’s comprehensive process and outcome evaluation for the City of Doncaster Council involved working closely with the core team on an evolving basis to understand their role as system leader in driving systemic change. Our large-scale multi-method evaluation engaged with a wide range of audiences including representatives of the Place Partnership, their wider partners from the public, private and voluntary sector, and residents to understand outcomes at the system and population level. 

Impact

The evaluation provides timely insight to guide the implementation of test and learn approaches to tackling physical inactivity, evidence of early outcomes, and insight into what works, for whom and why. Findings are informing local strategy and contributing to Sport England’s national learning on whole-system approaches to increasing physical activity.

Fulfilling Lives evaluation: System Change

The challenge

People facing homelessness, substance misuse, mental ill-health and criminal justice contact often encounter fragmented, siloed services. Fulfilling Lives sought to drive system change by improving collaboration, embedding trauma-informed practice, and involving people with lived experience to create more coordinated, person-centred support across local partnerships.

Our role

CFE’s nine-year national evaluation tracked progress across 12 partnerships. Using longitudinal data on service use, depth interviews, case studies and participatory methods, we examined how partnerships influenced cross-sector collaboration, and identified the mechanisms enabling sustained system change for people experiencing multiple disadvantage.

Impact

The evaluation demonstrated improved service integration, stronger multi-agency partnerships and a cultural shift towards trauma-informed approaches. Evidence from Fulfilling Lives directly informed the government’s Changing Futures programme and continues to shape national policy on tackling multiple disadvantage and reforming systems of support.
