Physical activity and participation
An overview
CFE works across the sport and physical activity sector to deliver research and evaluation that helps shape policy and practice. We partner with national and local organisations – including DCMS, Sport England, the Sports Grounds Safety Authority, local authorities, governing bodies and charities – to understand how physical activity can be made more accessible and inclusive.
Our expertise covers tackling inequalities in participation for under-represented groups – from evaluations of national programmes through to place-based investment that seeks to drive systemic change to address structural inequalities. We evaluate the contribution of interventions to understand their impact on individual and community outcomes, and ‘what works’ in increasing physical activity. Harnessing the potential of the people, organisations and partnerships that can be the catalysts for change is at the core of our work. We research how to increase the effectiveness of leadership and volunteering in sport to provide practical insight to support decision-making.
We use a wide range of methods from large-scale surveys and data analysis to in-depth qualitative and ethnographic research. Whether evaluating national funds or local pilots, our goal is the same: to help create opportunities for everyone to be active.
Examples of our work
Understanding the cycling landscape for disabled people
The challenge
British Cycling wanted to better understand the cycling landscape for disabled people in England. Provision was fragmented, with limited insight into who delivered activities, where opportunities existed, and what barriers prevented disabled people and those with long-term health conditions from taking part.
Our role
We carried out a national study combining desk research, interviews with providers and stakeholders, and conversations with disabled people and carers. This enabled us to map existing provision, explore collaboration across the sector, and identify barriers, motivations, and opportunities for more inclusive cycling.
Impact
Our research provided British Cycling with clear, evidence-based recommendations for their work. This included practical actions to grow provision, improve communication with disabled audiences, and trial new approaches. The findings have helped inform national strategies to make cycling more inclusive and accessible.
Active ageing and tackling inactivity and economic disadvantage
The challenge
Sport England’s Towards an Active Nation strategy set out to engage people who are least likely to be active. Two flagship programmes – the £10m Active Ageing programme and the £4.5m Tackling Inactivity and Economic Disadvantage programme – aimed to support over 50 projects working with people aged 55+ and those from low socio-economic backgrounds. The challenge was to test new, inclusive approaches that could help people build activity into their everyday lives.
Our role
CFE delivered a four-year evaluation, analysing survey data from more than 15,800 participants alongside in-depth case studies, site visits, and collaborative Communities of Learning. We worked with projects to capture evidence of impact, share learning, and co-develop resources including thematic case studies, podcasts, and interactive dashboards.
Impact
Our evaluation highlighted the importance of co-designed activities, delivered in accessible community settings, that prioritised social connection as well as physical activity. Findings are helping Sport England and community organisations design more inclusive, sustainable opportunities for people who are least active.
